MCL Longhorn Detachment 1069 Bylaws

ARTICLE I

A Quorum is established when three (3) or more elected officers are in attendance at any scheduled meeting of the Detachment.

ARTICLE II

The elected Officers of the Longhorn Detachment will include the following: Commandant, Senior Vice Commandant, Junior Vice Commandant, and Judge Advocate.

ARTICLE III

The following Officers shall be appointed by the Detachment Commandant: Adjutant/Paymaster, Chaplain, Sergeant-At- Arms, and other officers as he/she may deem necessary to serve the needs of the Detachment.

ARTICLE IV

The term of office for elected officers is to be one (1) year. In the event any Detachment Officer is absent for three (3) consecutive meetings, barring extenuating circumstances, the Detachment Commandant will declare that office vacant and an election will take place immediately to fill said vacancy. No prior notice shall be required.

ARTICLE V

(Amended 12/3/2002) The Detachment Paymaster shall, at all times, be in control of all monies acquired or held by the detachment. He/she shall maintain a bank account in the name of Longhorn Detachment, Marine Corps League. Any member of the detachment Board of Trustees (Commandant, Sr. Vice Commandant, Jr. Vice Commandant, Judge Advocate, Jr. Past Commandant, plus the Adjutant/Paymaster) shall be authorized to sign all checks issued by the detachment (The Detachment Commandant and Paymaster are included in a blanket bond issued by National Headquarters).

(Amended 3/6/2018) The Webmaster and or Assistant Webmaster shall be in charge of the Website, and any social media sites on the internet. All postings to any form of social media require prior approval of the Commandant or any of the elected officers.

ARTICLE VI

The elected Officers of the Detachment shall be its Board of Trustees. However, the outgoing Detachment Commandant (Jr. Past Commandant), or a Past Detachment Commandant may be appointed to serve as a member of the Detachment Board of Trustees for a period of one year.

ARTICLE VII

Detachment officers shall be elected at the regularly scheduled December meeting and installed no later than the last day of the month of January.

ARTICLE VIII

A member in good standing is defined as one who has paid his/her current dues. NO one shall hold an elected or appointed office who is not in good standing with the detachment. Once accepted as a member in good standing by the detachment membership, that member may not be removed from the detachment roll except for cause, (Chapter 9, Administrative Procedures, MCL) or that member requesting transfer (Section 710, Administrative Procedures, MCL).

ARTICLE IX

Detachment Bylaws may be amended or changed by a 2/3 majority of members present at any regularly scheduled meeting (subject to the written approval of the Department Judge Advocate).

ARTICLE X

(Amended 12/3/2002) A guest is anyone who is not a member of the Marine Corps League. Guests are welcome to rituals but must leave before business is discussed. If a guest remains at the discretion of the Commandant (possible recruit, etc.), no financial reports will be presented.

The preceding Detachment Bylaws were adopted on the 30th day of January 2001, and amended on December 3, 2002; and March 6, 2018, and were approved by a unanimous vote of the members in attendance.
